Haryana NEET UG Counselling Process:

Haryana NEET UG Counselling is conducted by the Department of Medical Education and Research, Haryana for admission to medical courses in the state.The counseling process is conducted online, and candidates who have passed the NEET Exam and meet the eligibility criteria can participate.

To participate in Haryana, candidates must fill out an online application form at the Conducting Authority's official website, https://dmer.haryana.gov.in/. The National Eligibility Cumulative Entrance Test will only be used for NEET Counseling. Those who have qualified for NEET can participate in the counselling process.

Haryana NEET UG Counselling, on the other hand, shall take place offline in Haryana. Haryana will be used for admission to 85% of the state quota seats in MBBS and BDS courses offered by institutes in this state, with MCC conducting counseling for the remaining 15% of seats under the ALL INDIA QUOTA Seats.

There are approximately 13 MBBS and 9 BDS colleges in Haryana.

Eligibility for NEET UG Counselling in Haryana:

 

To participate in Haryana NEET UG Counselling, candidates must meet the following eligibility criteria:

1. Academic Qualification

  • Must have passed Class 12 (10+2) from a recognized board with Physics, Chemistry, Biology/Biotechnology, and English as core subjects.

  • General category candidates must have at least 50% aggregate marks in PCB; 40% for SC/ST/OBC and 45% for PwD candidates.

2. NEET UG Qualification

  • Must have qualified NEET UG as per NTA’s cutoff criteria.

3. Domicile Requirements

  • 85% State Quota Seats: Candidates must be residents of Haryana or have completed Class 11 & 12 from Haryana.

  • 15% All India Quota (AIQ) Seats: Open to candidates from all over India.

4. Age Criteria

  • Must be at least 17 years old as of December 31, 2024.

  • No upper age limit as per current NEET UG guidelines.

5. NRI Quota Eligibility

  • NRI candidates can apply under the NRI category in private medical colleges.

1. Personal & Academic Documents

  • NEET UG Admit Card

  • NEET UG Scorecard

  • Class 10 Mark Sheet & Certificate (for Date of Birth proof)

  • Class 12 Mark Sheet & Certificate

2. Domicile & Category Documents

  • Domicile Certificate of Haryana (For 85% State Quota)

  • Caste Certificate (SC/ST/OBC candidates, if applicable)

  • PwD Certificate (if applicable)

  • EWS Certificate (if applying under EWS quota)

3. Identity & Other Required Documents

  • Aadhaar Card / Any Govt. ID Proof

  • Passport-size Photographs (as per NEET specifications)

  • Character Certificate (from the last attended school/college)

  • Migration Certificate (if applicable)

  • NRI Documents (for NRI quota candidates)

4. Seat Allotment & Admission Documents

  • Provisional Seat Allotment Letter (after seat allocation)

Haryana detailed step-by-step Counselling Process:

Step 1: Registration: 

Step 1 A: Registering Online

  • Visit the official website: Visit DMER Official website at https://dmer.haryana.gov.in

  • New Candidate Registration: Click on the "Counselling for MBBS/BDS Courses" link and select "New Candidate Registration." Provide necessary details such as NEET UG Application Number, Candidate's Name, Date of Birth, and other required information.

  • Application Form Completion: Log in with the generated credentials to fill out personal, academic, and NEET details.



Step 1 B: Upload Documents

 

  • The following documents will need to be pulled up for upload:

             Current Color Image Featuring White Background (20kb–50kb)

             Signature in Blue/Black Ink on White Paper (10kb–20kb)

             Additional pertinent documents (such as category and qualification certificates) in one

             PDF file (no more than 500 KB in size).

Step 1 C: Examine the Uploaded Images

  • View the uploaded images after uploading.

  • Make sure the proper spaces allow a clear view of your photo and signature.

  • You can use the same process to re-upload the images if they are not satisfactory.

  • Verify that the photo and signature spaces are not interchanged.

Step 1 D: Final Submission and Declaration

  • Examine Every Field Completed.

  • Check the "Declaration" checkbox if all the information is correct.

  • On the "Final Submit" button, click.

  • An application/registration number will be generated upon submission.

  • The application number and password will be sent to you via email and SMS. Save These for Later Use.

Step 1 E: Paying the Application Fee 

  • To pay the fee, click the provided link.

  • Pay a non-refundable registration fee for all categories.

  • Fees can be paid online via Net Banking, Credit Card, Debit Card or via Demand Draft as specified in the official guidelines.

Step 2: Verification of Documents:

 

Step 2 A: Verification Process: Post-registration, candidates are required to attend the document verification session at designated centers or online verification as mentioned in the official notice.

Step 2 B: Carry original and self-attested copies of required documents:

  • NEET UG Admit Card & Scorecard

  • 10th & 12th Mark Sheets & Passing Certificates

  • Caste, Domicile, and EWS Certificate (if applicable)

  • PwD Certificate (if applicable)

  • Permanent Resident Certificate

  • Passport-size Photos, Etc.

  • The nodal center officials will verify all the submitted documents.

  • If any document is missing or incorrect, candidates will be given a deadline to correct the issue.

 

 

Step 3: Publication of Merit List:

  • DMER publishes a provisional merit list of eligible candidates based on NEET UG scores.

  • Candidates must check their rank & eligibility on the merit list.

  • If any discrepancy is found, submit grievances online within the given time.

 

Step 4: Choice filling and Locking:

 

 Step 4 A: Login to Counselling Portal

 

Step 4 B: Choice Filling (Selecting Colleges & Courses)

  •  Click on the "Choice Filling" option from the dashboard.

  •  A list of all available MBBS & BDS colleges will be displayed.

  • Select colleges based on your preference by clicking the “+” (Add) button next to each college.

  • The selected colleges will move to “Your Preferences” list.

  • You can add multiple colleges and change the order of preferences.

 

 Step 4 C: Choice Locking (Finalizing Preferences)

  • After finalizing the list, click on the “Lock Choices” button.

  • Once locked, choices cannot be changed for that counseling round.

  • Enter your OTP (sent to the registered mobile number) to confirm choice locking.

  • Download and print the Choice Locking Receipt for future reference.

Important Notes:

  • If a candidate does not lock choices, the system will automatically save the last entered preferences.

  • Once locked, choices cannot be edited or rearranged.

  • Make sure to lock choices before the deadline mentioned in the counselling schedule.

 

Step 5: Allotment of Seats:



Step 5 A: Processing of Seat Allotment

  • Allotment Process: Seats are allotted based on NEET UG rank, reservation criteria, and choices filled by the candidates.

  • Result Publication: The seat allotment result is published on the official website.

Step 5 B: Checking the Seat Allotment Result

  • Once the seat allotment is completed, the allotment list will be published on  https://dmer.haryana.gov.in

  • Candidates can log in to their counselling portal and check their allotment status.

  • If a seat is allotted, candidates must download the provisional seat allotment letter from the portal.

  • This letter is required for reporting to the allotted college.

 

Step 5 C: Upgradation & Further Rounds (If Applicable)

  • If a candidate wants a better seat, they can participate in the next round of counselling.

  • Candidates who did not get a seat in Round 1 can continue in the next rounds without re-registering.

  • If allotted a seat in Round 2, the candidate must accept it, or their security deposit will be forfeited.

 

Step 5 D: Mop-Up & Stray Vacancy Rounds (If Required)

  •  If seats remain vacant after multiple rounds, Mop-Up Round is conducted.

  • Unfilled NRI/Management Quota seats are allotted in the Stray Vacancy Round.

  • Candidates must register separately for these rounds.

 

Step 6: Reporting and Document Verification (After Acceptance of Seat)

 

Step 6 A: Download Allotment Letter

  • Log in to the NEET UG counselling portal (https://dmer.haryana.gov.in)

  • Download and print the Provisional Seat Allotment Letter

  • Carry multiple copies of the allotment letter for submission at the college

 

Step 6 B: Reporting to the Allotted College

  • Candidates must report in person at the allotted medical/dental college within the given timeframe.

  • The reporting schedule will be mentioned in the allotment letter.

 

Step 6 C: Document Verification at the College

Report to the allotted college within the stipulated time frame with all original documents for verification and complete the admission formalities.

  • Medical Fitness Certificate (Issued by a registered medical practitioner)

  • Transfer Certificate (TC)/School Leaving Certificate

Step 6 D: Payment of Admission Fees

  • Candidates must pay the first-year tuition fee at the time of reporting.

  • Payment can be made via Demand Draft, Online Transfer, or College-Specified Mode.

  • Fee details will be provided by the respective college.

 

Step 6 E: Medical Fitness Test

  • Some colleges may conduct a Medical Fitness Test.

  • Candidates must pass this test to confirm their admission.

 

Step 6 F: Confirmation of Admission

  • Once document verification is successful, the college issues an admission confirmation receipt.

  • The candidate is officially enrolled in the course.

 

Step 6 G: Reporting to Classes

Candidates must attend the orientation and start classes as per the academic schedule.

Important Notes:

Failure to report on time will result in seat cancellation.
Keep multiple copies of all original & scanned documents for future use.
Candidates can upgrade seats in the next round if they wish.
